Enquiry about certificate since 2019

I studied at Richfield wrote my exam 2019 and passed but till today no certificate I regret studying there sending emails after emails asking for help they just there doing nothing management sucks because I have been going to campus they just tell me leave your details will call you which they never do and if they do they tell me they still waiting for the department of education I mean what kind of management that does that? They don't care all they care about is money which I do not owe them anything. I Just want my certificate is that too much to ask for I paid and they don't deliver I'm sick and tired of their incompetence...
