Billing Fees but not enrolled

How is it possible to not be enrolled but still be billed school fees? Very quick for debt collectors to call you but updated your backroom moodle is useless. Took me months to register but when it's time for fees your system is the best in the country. Richfield is useless, an institute of garbage
