Cancellation within 7days for no goods received totalled to R7000

On 19/09/2020 I have made a deposit as per own choice to the value of R7000 for an Ozone machine that would only be delivered to me upon the second payment of R5334 on the 25th (one of three instalments). However, due to a sudden medical urgency in my family that requires surgery, I enquired on 23/09/2020 what the cancellation fee would be as I need to attend to my ailing father's operation costs. The salesperson enquired from his director, Robbie Richard, what the cancellation fee would be. I was informed that the whole amount of R7000 is the cancellation fee. I fail to see how the administration cost could be of this value and without any product delivered. I have reported Rich-co Investments (t/a AQUAOZONE) now to the Consumer Council as this practice of taking all of my money is not part of due diligence. In terms of s16 of the CPA, if a consumer has bought goods as a result of direct marketing, then for a period of 5 days after receiving the goods, the consumer can: return the goods, cancel the entire contract without penalty, and receive a full refund. I have not even received any goods, yet my deposit is absorbed as a cancellation fee. This is ****************.
