Poor service Riaan Burger Motors Wellington

About two weeks ago u bought a motor vechile at riaan burger motors in Wellington. On the day that I went to sign for the vechile I noticed that the two front tyres are really worn out. I asked him if there is a possibility for two new tyres and he said no. Then I remembered that I saw that specific vechile at a roadworthy centre in paarl. I drove to them and asked them I want to show them something. I asked them if I bring this specific vechile for roadworthy will it pass and they say no definitely no. I phoned riaan backed and inform him what they have said. Immediately he said yes he will put two new tyres on for me. He send me to speedy where he hold an account and the guy told me they dont have in stock they must order. A week later the tyres never arrived and I phoned riaan again to ask him I have found a place in Wellington HI Q tyres and they have in stock if I can maybe get the money by him and let them fit the tyres because I'm going to george the weekend and dont want to drive with that tyres. He then said now sorry he cant do that then he is gonna lose out on btw and tax return. Looks like he is more interested in getting money back and not the safety of his customers buying vechiles.
