School doesn’t wanna confront the real issue at hand

My child goes to reefes primary school in witbank Tasbet ,she in grade 2 and still has no idea how to read and write . She started grade 1 there but still even now I see no progress. I got shocked when her report came back saying she failed. I tried to follow up why she failed and part of the reason is that she was doing grade 1 with a child who has a disorder, the child kicks and screams in class and threatens to jump over the building and that takes most of the teachers time and leaves no time for the teacher to concentrate on the other kids. By some miracle my child passed grade 1, now she is in grade two with the same child and instead of fixing the problem the moved my daughter to another class, now I find my self sitting with an issue, my child cries for her old teacher and doesn’t wanna go to school.I pleaded with the vice to get help for the other child so that even other kids can finally get attention from the teacher. Since the school doesn’t wanna tackle the issue what other steps can I take?
