Tv license- revco

I constantly receive sms's from revco concerning tv license. I have made payment. They have now handed me over yet ive tried several times to contact them. The telephone goes to answering service which after holding on for a long period eventually says they can't answer my call i should leave a message on their answering system. I dont understand then why im handed over. Is this a **** network?
