REVCO TV License sms'e

My mother-in-law keeps getting messages for a TV License Account of R795 that is in arrears that has been handed over. She lives in a old age home and does not have a tv!!!! This is bordering on harassment. Their staff when phoning the landline is also rude, putting the phone down without us having finishef the conversation. With every sms she receives there is a different Whatsapp nr to send a message to, I have 3 numbers already!!!
