Lying debt collection agents at REVCO

A consultant by the name of Thabo told me to pay R780 and my TV license debt of about R2900 was to be written off. I made the payment on the 25th, sacrificing some of my very needed funds to get me through the month. As I believed it was for a good course. Only to get a message from the SABC that I am still owing R 2169.00. Why did he have to lie about the write off, I could have made other payment arrangements more suitable to my dire financial situation. I do not believe this is ethical behavior, to false promise write off when the agent knows its lies??

Now when I ask him about this, he is not responding to my email.
