Public toilets

I frequent the mall, however when I went to the public toilets it was disgusting, the female pads are on the floor, no toilet paper the toilet paper holders are ********** the walls, and many more. What I cannot understand is when Spar is open and the Wimpy where is the cleaners. I don't want to rate any stars. Perhaps I must call the Department of health.
