Refund for car registration

I bought a car last year and it was delivered to me in CPT when we were finalising the deal the sale lady that was assisting me said everything has been paid I won't have to pay when I register the car at traffic department, when I went for car registration I had to pay R800, I called the sales lady (Carmen) told her wht happened she said I must send the slips and bank statement I did on the 23 September 2022. I waited for a week then called her again she said will call me back but she never called every time when I call them she would say I must wait for few seconds she is going to her manager until now I still haven't received my refund sent her text on WhatsApp she never responded.
