RENTALCARS.COM Refuse to refund after not approved car by hertz ***

My name is Hilda Ma****wa, ref ***. made booking to hertz car rental at OR Tambo international for 25th September 10 am. I arrived at Hertz at 9:30 to finalize booking, agent of Hertz confirmed my booking and said i wont get car due to my credit score poor.I asked for refund of R1,331 he said i must contact rentalcars.com ***, i called them using +*** and ***, even spoke to agent Aliian and other ones, they confirmed my reference hence mentioned that my refund is on the past. i did not use their car i am asking for refund to my account *** capitec bank. I am asking Hellopeter to assist as i am lost and confused.
