Rental deposit not returned in full

<p>I only need clearity on rental deposits from someone who might know, I was charges in access of a R1000 for oainting one bedroom due to it being dirty, and the rest of the flat was also painted, but i was not charged, also with regards to wear and tear, i was charged R200 for replacing silicone in the bath room</p> <p> </p> <p>my question is to find out if all this fair and can landlords deduct from tenant for repainting. by the way I did not sign nor see the pre inspection list</p>
