Noise Complaint for over a year

We have been back and forth with Renprop for the Westwood Way complex in Paulshof about very noisy neighbours. We have been complaining since May 2014, and these have been logged in the books of the security guards but still nothing was done about the tenants. They have been given petty fines and mere slaps on the wrist- and the tenants carry on making noise for us and bothering the tenants of the building at all hours of the day. I'm so tired of the poor management of this complaint. We have emailed, called security guards etc as other tenants but nothing is being done.
