Missing Tools Still Not Delievered After A year

On the 25th July 2014 (Friday) I collected my Hyndai Sonata which had been in for repairs. Upon collection I noticed that my tools which were on the spare wheel were missing, and these included the spanners and jerk. I immediately reported this to the consultant who was in charge of my repair and I was told that they would look for the stuff in their workshop and have them delivered to me on Monday the 28th July 2014. It has now been a year and these people have not come through. So I just want my tools as they were otherwise I am taking this matter up to my attorneys.
