Renier fails to deliver

I contracted Renier of Remic Building Plans to prepare building plans and have it submitted for approval at the Municipality. After numerous enquiries on the progress with the approval process, Renier provided not specific feedback until I requested the submission reference number so that I can follow up myself as well. Then, it was alleged that the Municipality all of a sudden lost the paperwork... Renier asked that I sign the application documents again which I did promptly. Two weeks have passed again with no feedback/ progress. It is now 6 and a half months after I paid Renier for a service (to get approved plans) and yet the end is not in sight...
