Overcharge, double charge, treated unfairly and horrible service

I have purchased a property and Remax is the managing agent. I have not had any joy since moving in with regards to their service. I have already paid a clearance fee as part of my transfer costs to the attorneys , Remax refuses to credit this money back when I have sent them statement proving this. There is amounts I am charged I don't understand, when I ask I am not given a sensible answer. My unit is charged R1800 of water when other units pay less than R200. I am charged hefty electricity R1500 when other units are charged below R600, how does that make any sense? I am hardly at home, with load shedding all the time. There is just charges left right and centre
