Loyalty?

Could someone please explain to me your policy on who they decide gets a unit they are interested in renting. Let me explain. I contacted this said person about a property I am interested in. The person says to me yes, and this is recorded, there is one other person interested in the place, the other person was my girlfriend who tried to contact this said person who did only get back to her after I spoke to him. We arranged to go see the place. This morning I received a msg saying he does not want to waste my time but someone already taking the place. So I pressed more on this matter and suddenly he says there were 6 other people from August that also looked at the place already. But in his VN he clearly stated that one other person showed interest which is my girlfriend. This guy cancelled the viewing this morning. Now I understand if someone saw it before me and had paperwork finalized and he did indicate there is interest but this was not the case. How can this guy then suddenly decide okay no we take the first offer a month later when at first these people did not show interest at first?
