House sold with a Faulty Prepaid electricity Meter

I bought a house from a company called Property Private (which I was later told by the receptionist that they are now Remax) being served by an estate agent Lucy Hlubi. When we moved in the house's electricity meter was not charging the used electricity and was unable to buy electricity and Gobey (responsible for repairs within this company) sent guys who were apparently from City Power to fix it. But they pretended to have resolved mater and I later realised that they did not. I have called Gobey and Lucy several times and sent text messages with no response, I even emailed the manager J****, who till today has never responded to the e-mail. I have been trying to sort this with the City Power to no avail. What surprise me is that the process of buying a house includes electricity inspection, and just wondering how much did they pay to get a false certificate for that electricity from their ***** dealings.
