Didn't want to give me my refund

On the 31/03/2015, I bought some item worth R1109. But on the 27/06/2015 I wanted to return 3 items: Bennets bum cream (R69.90), Food storage tray (R79.90), Tiny tatty bowl ( R199.90). All these items are still sealed with original packaging and have an invoice. I'm returning these items because I don't need them. He told me that I can't get my refund because it's after 14 days, I can only exchange the items, told him I don't need anything just my money. He refused. According to CPA, we can exchange or get refunds within 6 months, as long as the item is still in good condition with original packaging and invoice. So why is it that Reggies doesn't want to give me my money because I don't need these items.
