empty wrappers in sealed bag

Name: Anu Tel: *** Message: Hi I bought a packet of regal Turkish delight chocolate and regal peanut clusters 300g however in both the Packets I noticed that some of the wrappers was sealed with no actual chocolate in it this is unacceptable as I paid for half packets with empty wrappers in it the barcode is as follows *** please assist and provide me with feedback as to why these chocolates are packed like that
