Rogue or not

The owner of the business witness is very bad. My dad found him to manufacture and fit aluminium windows and a sliding door for my home. He quoted R16500. 00. For the entire job. He came on 12/02/2019 to do an inspection. I paid a deposit of R8500 on 13/02/2019. He promised to get the job done by Saturday 16/02/2019. He never ever pitched up to do the job. We waited and waited for him to come with the windows but he never ever came. He kept on lying when we phoned him that he's coming on certain days and at certain times and we waited and waited but when the days and times came he didn't pitch up. We phoned him on numerous occasions and asked him if he even made the windows and if he did, why were the windows not at my home but he kept on making new excuses. Finally I told him over the phone that I want my money back. I even gave him my banking details to deposit the money but he did nothing. We weren't seeing the money or the windows. We just kept on hearing more lies and excuses. Eventually witness told my dad that he should come and pick up the windows but when my dad used to phone him to tell him that he would be coming, he (witness) would make up excuses and say that he's in nongoma or Richard's Bay etc. Finally on 22/05/2019 he sent a video of the windows and sliding door that he made which was incomplete. My dad eventually managed to pick up whatever witness had manufactured and brought it it home. The windows didn't have any glasses, rubbers and handles. The sliding door didn't have any wheels and whatever was manufactured was very poorly manufactured and definitely not worth the deposit of R8500 that I paid. I have lost out and I am extremely disappointed with this man and all the lies that he has spoken. He has definitely set me back financially. Now I had to get another service provider and pay more money for them to fix up the mess that witness caused.
