Red Chilli Deals Misrepresentation

I placed an order in late February. I was repeatedly asked for proof of payment, which had already been made and proof of payment provided repeatedly. 3 weeks later partial delivery was made. The standard response to my follow ups is to forward me a mail which reads '@dispatch, please assist the customer '. My request for a refund has been ignored and there are no telephone numbers listed on the website. Next step is lodging a complaint with the Consumer Protection Council unless I receive any other advice?
