Disrupting University Business - Irresponsible practices

I am a professor at the Nelson Mandela University and work with a lot of Masters and Doctoral Students. These students are currently under a lot of pressure to complete dissertations and theses before the start of December. Today at just after 15:00 a Red Bull van with a DJ stopped across the road from our campus and started blaring out music at a terrible volume. This completely disrupted the work in all our post-graduate labs and numerous students complained about it. Lecturers in classes on that side of the building also reported trouble being heard by students in the class. I think it is ********ly irresponsible for Red Bull to play any form of loud music during the day on or close to a university campus! This is not "a good vibe" or "relieving stress". They literally made it impossible for people in a highly stressed environment who are already struggling with almost impossible deadlines to do their work.
