Cannot get my account right!!!

I have been battling for months now to get my municipal bill correct. The municipality says it is Red Ant and Red Ant says it is the municipality. I send pictures every month of the readings on the meter, but they keep entering the wrong readings or put in zero's and just estimate and even the estimates are wrong. My bike has been anything from R2800 up to R17000 because of this. I don't understand how a person is just not able to do hisher work, but still get paid for it? You get a picture, check the reading and capture it???Is that so difficult? How can you not see that two people use an average amount of water and electricity that amounts to R3000 and then suddenly it is R17000!!! The municipality couldn't do this simple job even after paying people to do it, then they contracted Red Ant to do it, but they are even worse at the job....No really hey???
