still no paid up letter

As i browse through this website i find more and more people with similar problems.i have paid up this loan on the 12 february already and to date no one can provide me with a paid up letter.lucy from consumer friend is absolutely useless she hardly ever takes calls and when she does shes of no assistance and then we try rcs conita cannot help as she tells me that consumer friend needs to supply the letter i have paid this up so why all the running around to obtain a letter.this is pathetic service.please send me my letter of closure
