RCS Identity theft used to pen account

U have never had an RCS account and did bot know anything about it until i started getting calls from credit collectors telling me i owe over R20K! I have bo idea how this account was opened, dont u need proof of residency, banking statements and to be ID'd before its open? I would like to see the documents provided to open the account and who they send the statements to.
