Added Hidden costs

My Account has been dormant for months. I made one purchase of R399. An amount gets added on my account of R45.39 for "Monthly Service fee" as well as R4.04 for credit insurance. So my initial purchase of R399 now costs me R448.43! IS this even LEGAL?? Will definitely be closing my account after this purchase...
