RCS REFUSING TO CLOSE THE ACCOUNT

I phone rcs store card to request the settlement amount which was emailed to me. I paid the settlement in full and requested the closure of the account. Now am told that I have a credit and they cannot close while am having credit and they are the one who sent me settlement amount. It seems as if they don't want to close the account. This is bad service am receiving from RCS. Now am told to apply for refund which will take plus 30 days. I don't want they refund I need the account to be closed
