Feeling neglected

Me and my wife bought a house last year around March and were told that the house was expected to be ready by December. That never happened and on January we signed off inspection papers and we were told it would take 4 to 6 weeks for the Tshwane municipality to install both water and electricity metres. Well, that didn't happen and only electricity meter was installed after I phoned RBA 7 weeks later. Ever since I've been phoning every week and I've been told the same story about the missing water meter. Now the problem is that I feel RBA is not doing enough to push the municipality cause now it's been over a year without a house. This has become so frustrating cause I'm the only one doing follow ups and I'm always being told the same excuse. I'm even considering contacting the lawyers and cancelling this deal. As a client I never expected this kinda service.
