Failing to deliver

I app**** for a house February with the above company and it was approved by march 2015, I signed all the documents and I was told to pay a portion of money because the bank gave me 95% . The consultant who helped me promised to send me copies of the documents I signed but she failed to do so, she send me SAHL contract. Since march I've been calling them checking when are they starting to build, the answer was still waiting for registration with the city of Johannesburg. When I tell them I want to cancel they are telling me about the money I will pay, I mean its not my fault I've been waiting patient for them to deliver as their consultant told me the whole process of building takes about 3 months.
