Bad Service

I bought a house with Raubex Construction and I signed my happy letter about 4 months ago. I realised that the meter box for water is broken and I've been struggling since to get it replaced. Raubex Construction said I should call Joburg Water as its not their problem. Joburg Water says it's only responsible for maintenance and not to replace meter boxes. Now I'm struggling to buy water because Raubex says it's not their problem and I should make a plan on how to fix this matter. Joburg Water says Raubex should replace my meter and Raubex is refusing. Please help me out
