Will not Refund. Stole My Money

My company was in need of a container. I googled and came upon the company RAT RECYCLING AND TRADING PTY LTD. I email them on ********** . I got an official quote from a man named OSCARPADILAR . We paid the full amount of R13000.00 . The next morning I received a mail from a shipping company saying I must pay an insurance fee ( amount of R 9 950.00 ) - which wasn't included in the official quote. Shipping company email ********** I hence phone OSCAR and told him I will not pay this as this was not part of the agreement. I told him to pay me back my money. He said this is not possible and put the phone down in my ear. I tried calling several times - however he just keeps on ignoring my call. I also tried to call the Roodepoort Branch ( Contact person - ALFRED KUNZ ) He is also now ignoring me.
