Will not refund, stole my money

I was in need of a container so I googled and came upon a company with the name RAT RECYCLING AND TRADING PTY LTD and phoned them ********** 072 and spoke to Alfred Kunz. He then send me a quote for R14500 and I paid the full amount. The following morning I received a mail from a shipping company saying I must pay a Refundable Insurance Fee (RIF) requirement of R9,920.00 where 98% will be refunded upon delivery. I the phoned Alfred and told him than I do not have the money he must cancel the transaction and refund me my R14500. He the said he will make a plan, he later send me a mail to say I must just pay R2030 for vat and then he will deliver. I said i don't have the money and he must refund please. He said he will refund on monday and he never did. I have called several times an dhad no joy. He is now blocking my calls
