Water cutoff without notice

Hi, <br> I bought a new house last year which I occupied last year November. The house is new development in the complex. Since I moved in I battled to pay my bills as I was told the house is not occupied. Early this month I got a bill from the city which state that I owe them R6400 for the rates that starts from the time the stand was registered. <br> I went to Rand water to negotiate settlement which I was given and I told them that I will start paying when I get my salary for this month. <br> Yesterday I was shocked to get home to find a letter which state that my water service supply has been cutoff due to non payment. Biggest issue is that I was never given a notice in writing!!! <br> Another issue is that I have to pay re-connection fee of which I was never given a notice for disconnection.
