Replacement of a Main pipeline - we are still waiting.

In October 2019 we were requested to remove our pavements as there would a huge project to replace a main pipeline in Kagiso (Westrand). What I find annoying is that we were told if we don't remove the pavements Rand water would not be held liable for any damage to our properties. Almost 4 months later the pipeline has not been replaced and we are sitting with tons of bricks in our yards from the pavement and no explanation as to why they have not done anything.

With all the rainstorms we have had over the past few months the sand has washed away which means starting from scratch with putting back the pavements.

All I want is answers.
