Rand Water refuses to respond

Its been almost 6 months since a Rand Water vehicle collided into the back of my vehicle, whilst the driver was busy on his cellphone. All they did from their Risk Department was to ask me for a statement and some photos of the damage (R58k worth) and from there on when I followed up all I was told is that the case had to be reviewed by their Executives and that was it. I made numerous follow ups to which i simply get NO response. They are probably hoping that I would just give up and let it slide.
