Rain`s Bad service

i have made numerous online chats with the service providers call center staff about the terrible state of there provided service of internet the pings are over 100 nearly constantly the speeds are 0.33mbps download and 0.91 upload they keep saying to change profile to rain and there settings doing this does not make any difference i asked for a manager too call that has not even happened then the blame is on load shedding which we have not had for a good few days now and yet NO body there is able or willing to help
