RAIN THROTTLING

I have an unlimited off peak package with rain and have been getting terrible speeds from 11pm to 6pm speeds like 3.27mbps download and from 6pm onwards I'm getting absolutely high speeds I have reason to believe rain is throttling me which was not in their terms and conditions.
