rain is bad

i have registered with this merchant on the 9th Sep 2019. i have never managed active the sim card .i have reported the matter to the merchant via email and chat service to date, still unable to use it, now i was billed R117.89 apparently it was for pro-rata fee yet i never used the service, i have tried to call the *** i have never managed to get through . the service is a 0 rating in my books .
