Rain internet not working 19 hours a day

I have an unlimited 19hrs rain simcard but without internet. I have called the call center to enquire why cant I connect. They just move me from 1 tower to the next but no internet still. My download speed is 0.11mbps and cant connect to the internet. They promise to call me but nob1 does. I'm so frustrated with this network.
