Rain doesn't care

Two months of complaining and rain does not care. After upgrading the R479 package the problems started, there is no network most of the time and when there is,it is very slow. RAIN and ANC same WhatsApp group, service delivery is definitely not not in their vocabulary. Can someone please help us
