bad internet provider

when i was on the R250 monthly contract and bought out of bundel data my speed was like close to 3mbs on the download now that i'm on the full 4g R479 i barley see anything better than 0.3mbs on both up and download. I also bought an a Tp link router and later a Huawei router but no difference .They just say that they will look in to it ands its been like that for 3 months now. I'm stuck because there are no other providers in Toen.
