Rain expansion to Struisbaai needed desperately

Can Rain please expand to Struisbaai in the Western Cape as i have moved here and here are many Cell Tower can they just put a antenna on one of them i am now paying for nothing and really nee affordable internet to work from and i know many people here that will definitely sign up as well if Rain will just please install a antenna on one or more of these towers
