Business hours not adhered to

Went to Rage Thaba Nchu on the 4th March bought shoes and then on the 5th March went for exchange which unfortunately could not do as they were supposed to open at 8h00 ..was there just before 8h00 left after 9h00 still the shop was not open..want kind of customer service is this....are they not suppose to stick to their business hours??
