Bad service

I bought shoes at Rage Evaton Mall a size 7 ladies shoe then it didn't fit I went back and exchanged it for a size 8 regardless of the amount they also happened to be bigger in size so I went back to return them and they told me that they can't return an item more than twice and I shouldn't take something with less amount it should be exact or more then they couldn't even call head office I waited for a long time and I was told phones are not working now I have all necessary requirements but I was denied a return and on their receipt the return policy doesn't state that.
