Dangerous detour

At the bottom of Alfred Street Waterfront they have blocked the road to pedestrian. I have had a hip replacement and needed to use the pedestrian bridge to cross the road and was denied access. I was told to use a route that has a high mugging rate and dodge heavy traffic at a busy intersection.
