bumper scratch

I normally drop of my wife at work in the morning at eyethu mall but last week was a different story, when I was reversing at the parking lot I saw 3 guys pulling a big rubber carpet behind me so I stop. Instead of of moving away they decided to scratch my bumper and mat gard the guy responsible is Themba Phiri from quintex cleaning and two other guy's. I went to eyethu mall management because the incident happened in the mall. And when I call my insurance they want R5500 access fee so why pay for something that I was not responsible for and Joseph Mashabane the centre manager contacts ********** 180 never called back to find out if I'm OK and how he can assist me. And property manager Tanya Jacobs also never called. Now because the mall has insurance why can they not pay for the damage or why can't quintex cleaning pay for the Damagers because 3 of they employees are responsible
