Quintin the repeat offender

Quintin installed second-hand solar panels at our home, and when we moved, we asked him to take them down and install them at the new house. He received partial payment for this in advance. It's a month later now, and Quintin hasn't shown his face. He doesn't pick up his phone and ignore our many messages for days, and then he suddenly responds with an elaborate lie, long voice messages with long stories, from being in hospital, to having a worker die on the job, to burying his sister, etc etc. What is very disconcerting, is that I see on the net and on his facebook page, that he has ****** other peoples' solar panels as well. I suspect the ones he installed at our previous house were panels he never paid for, and our panels are probably installed on someone else's roof by now. This man needs to be stopped.
