no cash for refund twice

I made a layby and decided to cancel it. When I went to cancel it last month I was told there is no cash in their tills. I left without the refund. A month later I go again for my refund and they still say they don't have the cash. What do they expect me to do? I keep on wasting my travel money to be told they don't have the cash
