Overbilling for Water and Sewage in a 2 Bedrooms

I just received my bill for Water and sewage, and i am so puzzled about the I amount I saw: R912.93 for a 2 bedroomed townhouse in Theresa Gables in a complex that does not have a swimming pool. they just changed our electricity system into prepaid which we thought it s gonna be better because i always paid over R1000 and now how do i pay R912 without electricity? I\m think i'm over billed becused I'm staying with my 2 little boys. I always complained with Quest Meters and Lilanie would tell me there is nothing they can do because they billing me according to what they have read from my metereading......metereading that we do not even have access to
